Sanctions restrict the best diplomacy tool, trade. They rarely negatively affect the leadership and typically only serve to impoverish ordinary citizens, increasing their dependence on the targeted regime and therefor its influence and power. The regime then has justification in directing anger among the populace to those whom imposed the sanctions. Increasing, rather than decreasing, trade with nations led by threatening regimes will empower the populace to demand greater freedom by giving them independence from the governing regime. Physiological needs must be met before people can worry about higher level needs such as safety and freedom from oppression.
